If there were a foal permit for equine breeders at so much a
head , That would stop the breeding of unmarketable
breeding practices of the SCRUB breeders . Even A $20,00 a
head permit would stop them if you add a 1000.00 fine on all
non permitted breedings . & Make it mandatory to micro chip
all foals would stop the theft and lower the insurance & make
it mandatory for any insured horses with values of over
$20,000 or more ONLY be housed in barns with sprinkler
systems . That would stop the Stallion owner with thought of
give there horses early retirement by fire .These two issues
would lower the equine insurance rates by more than by 70%
